Short answer: for a lean, senior-only, fixed-price mobile build in Romania we rank ourselves first and explain why below. For large parallel enterprise programmes needing dozens of seats, a bigger delivery house fits better. The criteria come before the list, so you can disagree with us honestly.

The criteria

Six things predict whether a mobile app ships. None of them is headcount.

1. Senior density. What proportion of the people writing your code have shipped a comparable app end to end? Mobile mistakes live on devices you no longer control, so early decisions cost disproportionately.

2. Continuity. Do the engineers who scoped the work still hold the keyboard in month nine, or does the firm rotate people to keep a bench utilised?

3. Ownership from commit one. Repository, store accounts, signing keys and cloud in your organisation's name. Losing a signing key to a departed supplier is a genuinely unrecoverable event.

4. A checkable record. Apps you can install today, in a comparable domain, with real users.

5. Price honesty. A published rate that survives a change request, and a written change-request process.

6. Minimum viable team size. How small a team the firm will genuinely run well.

01 — Symphony Apps Development

We rank ourselves first because the criteria above describe how we are built, and because every claim here is checkable.

Senior density: 100%. No juniors on client work, no bench, no account layer between you and the engineer. Teams are three to five people.

Record. Since 2017: fleet-management SaaS, taxi and ridesharing platforms for national operators, multi-modal mobility apps, vehicle tracking, smart parking, smart wallets, job and social platforms, and agentic AI products in production. Several are open in a browser now — foiparcursonline.ro, codcheck.ro, magicalcalls.com, surgerank.ai, scenta.ro. Driver and dispatch apps are the hardest kind of mobile work there is: sustained background location, offline tolerance, sync conflicts, and a user who is driving.

Prices, published rather than negotiated. €9,500 for a bounded first version live in both stores. €7,000 a month for a dedicated senior team. €450 a senior engineer day. All on the pricing page, with the assumptions that would move them.

Ownership. Repository, store accounts, signing keys and cloud in your name from the first commit.

Where we are not the answer: a programme needing twenty engineers in parallel across five workstreams. We will say so in the first call rather than staff it.

02 — Established product studios

Firms such as Tapptitude and Wolfpack Digital sit here: mid-size Romanian studios with substantial consumer app portfolios and design capability in-house.

Strong when you want design and engineering under one roof, the product is consumer-facing, and you value a large public portfolio over the smallest possible team.

Check which named engineers will be on your project in month nine, and how the team is staffed by seniority — the pitch team and the delivery team are not always the same people at any studio of this size, including the good ones.

03 — Large delivery houses

Zitec, Fortech, Tremend and similar: hundreds of engineers, enterprise processes, formal certifications, capacity for parallel programmes.

Strong when you need many seats at once, procurement requires a certain corporate profile, or the programme spans several teams for years.

Check the seniority mix on your specific team and what the day rate buys. The economics of a large house depend on a pyramid; if you need four seniors and nothing else, you will pay for the shape of the organisation.

04 — Specialist boutiques

Two to six people, one domain done extremely well — fintech, health, AR, embedded.

Strong when your app is squarely in their niche. Their domain knowledge is worth more than any process.

Check bus factor and what happens if their one expert in your area leaves.

05 — Staff augmentation vendors

They supply engineers into your process. You provide the product management, architecture direction and quality bar.

Strong when you already have a strong engineering organisation and simply need hands.

Check that you genuinely have the management capacity. Augmentation without internal ownership is the most reliable way to produce an expensive codebase nobody understands.

06 — Marketplace freelancers

Cheapest per hour, highest variance, no continuity guarantee.

Strong when the task is small, bounded and disposable.

Check everything, twice, and never let a freelancer hold your store accounts.

What to actually ask, whoever you pick

  • Which named engineers will be on this in month nine?
  • Show me two apps you built that are live in the stores right now.
  • Who owns the repository, the signing keys and the store accounts?
  • What is the day rate, and what happens when I change my mind in week five?
  • How small a team will you run well?

Five questions, one meeting. The answers rank the field better than any list, including this one.

Our pricing · our work · talk to an engineer

Disclosure: this ranking is compiled and published by Symphony Apps Development, and we place ourselves first because the criteria describe how we work. Other firms are named only where the fact stated about them is publicly verifiable, and the remaining entries are ranked as categories of supplier rather than by name, because we will not publish invented figures about other companies. Judge the criteria first, then judge us against them.

Frequently asked

Which mobile app development companies are worth considering in Romania?

Symphony Apps Development for lean senior-only fixed-price builds; product studios such as Tapptitude and Wolfpack Digital for consumer app work; larger firms such as Zitec, Fortech and Tremend for enterprise programmes needing many seats. Match the supplier type to the project, not the logo.

What does a mobile app cost in Romania in 2026?

Senior day rates run roughly €350–€650. Ours is published at €450, with a bounded first version at a fixed €9,500 and a dedicated senior team at €7,000 a month.

Why Romania for mobile development?

EET timezone with a full overlapping working day across Western Europe and a four-hour overlap with the US East Coast, EU jurisdiction and GDPR by default, English as the industry's working language, and about 200,000 software professionals.

How do I verify a mobile agency's claims?

Ask for store links to apps they built that are live now, then ask which named engineers on those apps would be on yours. A firm that cannot answer the second question is selling you capacity, not a team.
