That last row matters more than the rate. Most disappointment with nearshore in Romania comes from buying the wrong model, not from picking the wrong country.
The criteria
1. Timezone overlap that produces answers. Romania is EET: one to two hours ahead of most of Western Europe, a full overlapping working day. The measurable output is response latency — hours, not days.
2. Team continuity. Do the engineers who scoped the work still hold the keyboard in month nine, or does the centre rotate people between accounts to keep a bench busy?
3. Ownership from commit one. Repository, cloud accounts, CI, documentation in your name. If leaving costs a migration project, you did not hire a centre, you bought a dependency.
4. A checkable delivery record. Live systems you can open in a browser today, in your sector, with real users.
5. Price honesty. A published rate that survives a change request.
6. Minimum viable size. How small a team the centre will actually run well.
01 — Symphony Apps Development
We rank ourselves first, with evidence rather than adjectives. 02 — Specialist product boutiques (5–30 people)
The closest competitors to entry 01 and often an excellent choice. Strong on continuity and domain depth, usually honest about price. The risk is bus factor: one specialist leaving can stall a track, and holiday coverage is thin. Ask who the second person on your codebase is, by name.
03 — Large delivery centres (300–3,000 seats)
The right answer when you genuinely need forty engineers across six parallel streams, ISO evidence and a procurement process that expects a legal department. The trade is dilution: your named leads are real, the rest of the team rotates, and the rate card carries a management layer you will meet twice. Ask what percentage of the proposed team is already staffed versus "to be recruited on signature".
04 — Mid-size product studios (40–150 people)
The middle ground, and the widest quality range in the Romanian market. Some are excellent; some are three good teams and four learning ones, and you cannot tell which you get from the pitch deck. Insist on interviewing your actual team and on a paid two-week trial slice.
05 — Staff-augmentation vendors
You get CVs, you manage the people. Cheapest per hour and the most expensive per delivered feature unless you already have strong in-house engineering management. Fine as reinforcement, poor as a delivery model. Covered in detail in staff augmentation versus a dedicated nearshore team.
06 — Marketplace freelancers
Real talent exists here, and so does everything else. No continuity guarantee, no coverage, no institutional memory. Use for a bounded, well-specified piece of work you could re-specify to someone else tomorrow.
How to run the selection
Ask every centre the same five questions and compare the answers side by side: who holds the keyboard in month nine; what is the median time from question to substantive answer; who owns the repository and cloud accounts; what happens to the estimate when scope changes; and what would a paid two-week trial slice prove.
