Short answer: a full-stack web development agency is worth hiring when one small senior team owns the interface, the application layer, the data model and the infrastructure under a single contract — and can show you systems built that way running in production today. "Full-stack" has to mean something in the contract
The word has been worn smooth. In practice it should name nine things: the interface, the application layer, database design, authentication and authorisation, third-party integrations, infrastructure and deployment, CI/CD, observability, and the documentation that lets someone else take over.
Most disappointing web projects are not badly coded. They are correctly coded on both sides of a seam nobody owned. The frontend team assumed the API would paginate; the backend team assumed the client would. Six weeks later you are paying for the meeting that decides.
So read the statement of work with one question: for each of those nine items, whose name is next to it? If any of them is absent, it is yours by default, and you will discover that in week ten.
The six checks that predict delivery
1. Who holds the keyboard in month nine. Ask for names, not a capability deck. Agencies that rotate engineers between accounts to keep a bench utilised will not answer this in writing. The ones that will are the ones where the person who scoped your work is still on it when the hard bug appears.
2. Ownership from commit one. Repository, cloud accounts, CI, domain and documentation in your organisation's name from the first commit. If ending the relationship requires a migration project, you did not hire an agency — you bought a dependency.

4. Behaviour under a change request. The most useful question in any pitch: "the client changes their mind in week five — walk me through exactly what happens." A good answer describes a re-estimate against acceptance criteria, a written decision, and a new date. A bad answer describes a conversation.
5. Security posture as a default, not a phase. Secure web platforms are not secured at the end. Ask how secrets are handled, how access is scoped, how dependencies are patched, and whether penetration findings have a standing budget line.
6. Minimum viable team size. Ask how small a team they will genuinely run well. Firms structured around twelve-person programmes staff your five-person project with whoever is free.
Headcount is a cost, not a capability. The question is never how many engineers a firm has — it is how few it can do your work with.
Fixed price, fixed scope, or time and materials
Three shapes, and the right one depends entirely on how much certainty you already have.

A "custom full-stack web application on a fixed budget" is a completely reasonable ask. It just requires that someone spend a paid week converting your intent into acceptance criteria before anyone quotes. An agency that quotes a fixed price from a two-page brief is either padding heavily or planning to argue with you later.
What it costs in 2026
Our own numbers, published rather than negotiated: €9,500 for a bounded first slice that puts something real in front of users, €7,000 a month for a dedicated senior team, €450 for a senior engineer day. Western European agencies commonly run €700–€1,100 a senior day; large enterprise integrators run higher and staff junior.
The headline rate is the wrong number to optimise anyway. The cost that actually decides the project is rework, and rework is a function of team seniority and feedback latency — not hourly price.
The two-week test
Before committing to anything long, buy a bounded slice. Two weeks, fixed price, one real piece of the system delivered to production with tests, CI and documentation. You learn more about an agency from one delivered increment than from any number of reference calls, and if it goes wrong you have spent a fortnight rather than a year.
