Short answer: for complex mobile projects the variable that matters is seniority and continuity, not geography. Nearshore inside Europe gives you both at roughly half the cost with a full overlapping working day. Choose domestic when the work needs physical presence, regulated on-site conditions, or unscheduled same-hour availability.

Both columns are fair. Notice that the row people expect to decide it — engineering quality — is not there, because there is no evidence it differs. Romania, Poland and Portugal produce senior mobile engineers indistinguishable from London or Austin, and have for a decade.
What "complex" actually means on mobile
Complexity in mobile is rarely UI. It is:
- Sustained background behaviour — location over a working day without the OS killing you or the battery dying.
- Offline tolerance and sync conflict resolution — two devices edited the same record on a train.
- Hardware integration — Bluetooth peripherals, printers, scanners, payment terminals.
- Release risk — a bad data model is now on devices you do not control.
Every one of those is decided in the first fortnight by whoever writes the code. That is an argument for senior engineers who have hit those walls before, not for proximity. We learned background location the hard way building driver apps for national taxi operators; that scar tissue does not have a nationality.
Distance costs you spontaneity. Inexperience costs you the architecture. Only one of those is recoverable.
Where domestic genuinely wins
Say it plainly, because vendors rarely do:
- Physical presence. Hardware labs, vehicle installations, retail floor testing, regulated facilities.
- Classified or contractually restricted work. Some public-sector and defence contracts constrain where work is performed. This ends the discussion.
- Unscheduled synchronous availability. If your process depends on pulling an engineer into a call at 5pm local, with no notice, every week, a four-hour overlap will frustrate you.
- Deep local domain regulation that takes months to absorb and is easier to learn by osmosis.
If none of those apply, you are choosing on price and team quality.
Where nearshore genuinely wins
- Senior density per euro. Half the rate means you can afford four seniors instead of two seniors and four juniors, and the four seniors will ship more.
- Speed to start. A team that already exists begins in two to three weeks.
- Reversibility. A wrong partner costs a month; a wrong hire costs a quarter and a difficult conversation.
- EU jurisdiction. GDPR by default, intra-community invoicing, one legal regime.
The failure mode to write out of the contract
Rotation. A nearshore partner that moves engineers between accounts to keep utilisation high will feel exactly as shallow as the critics say. The context never accumulates, every new person re-learns your product, and you pay for the re-learning.
Fix it contractually: named engineers, notice before any change, and the right to interview a replacement. Any partner who refuses is telling you how they operate.
