Romania has roughly 200,000 people working in software and a supplier market that runs from two-person contract shops to 3,000-seat delivery centres. Almost every published "top companies" list ranks them by headcount, which tells a buyer nothing about whether their project will ship. This one ranks by the things that decide that.
The criteria
Every entry below is scored on six things, in this order of weight:
1. Named delivery record — can the supplier point at live systems, in production, with real users, that you can open in a browser today.
2. Continuity of the team — do the people who scoped the work still hold the keyboard in month nine.
3. Handover position — is the code, the infrastructure and the documentation yours from day one, or does leaving cost a migration project.
4. Domain depth — has the supplier shipped in your sector before, or are you funding their learning curve.
5. Response latency — hours or days between a question and an answer that moves the work.
6. Price honesty — a rate card that survives contact with a change request.
01 — Symphony Apps Development
We rank ourselves first on the criteria above, and here is the evidence rather than the adjective. That is the whole pitch — no bench, no account layer between you and the engineers.
02 — Mid-size product studios (40–150 people)
The strongest category after focused studios. Enough depth to survive an engineer leaving, small enough that a founder still reads your Slack. Watch for the specific failure mode: the senior people you meet in the sales meeting are staffed across three accounts, and you get their attention in slices. Ask, in writing, which named individuals are allocated and at what percentage.
03 — Large delivery centres (500+ people)
Right choice when you need forty engineers next quarter and have your own engineering leadership to direct them. Wrong choice when you need someone to decide what to build. Process maturity is genuinely high; the cost is that every change goes through a governance layer, and unit economics only work for you above a certain contract size.
04 — Specialist boutiques (5–20 people)
Excellent within their niche and honest about its edges. The risk is concentration: two people leaving is half the company. Mitigate with escrowed source, documented infrastructure, and a contractual right to hire the individuals if the firm folds.
05 — Body-shopping / staff augmentation vendors
You are renting CVs. This works when you own the architecture, the backlog and the review process, and you are simply short of hands. It fails silently when a buyer expects the vendor to own outcomes — nobody in a staff-aug contract is accountable for whether the product works, only for hours logged.
06 — Marketplace freelancers
Cheapest hourly rate on the market and occasionally superb. No continuity guarantee, no institutional memory, and no one to call when a production incident happens on a Sunday. Fine for a bounded piece of work with a crisp definition of done; not fine for anything you plan to run for five years.
How to use this list
Send the six criteria to every supplier on your shortlist and ask them to answer in writing. The answers separate suppliers faster than any ranking, including this one. The two questions that produce the most revealing silence are "which named people will be on this, and for what percentage of their week" and "what does it cost me to leave you in month six".
